Sub : Prayer for Restoration of Peace and Harmony in Manipur

Respected Sir,

Chibai and warm greetings from NGO Co-ordination Committee (NGOCC), Mizoram. We pray for guidance and wisdom for you from God as you lead this great Nation.

Reflecting upon the ongoing conflict in the neighbouring state of Manipur, the NGO Coordination Committee of Mizoram feels that rapid restoration of peace and harmony is of paramount importance. Currently, NGOCC (Mizoram) is taking care of more than 12,000 persons who have fled the strife-torn state, seeking refuge and shelter in Mizoram. As the leader of India, whose role is also a caring mother and a father for the nation, we lay the following concerns before you pertaining to theterrible crisis in Manipur.

1. Almost 100 days have passed after trouble erupted between the tribals and Meiteis of Manipur since the beginning of May, 2023. We are deeply aggrieved and burdened with the unimaginable sufferings that ensued. The numerous atrocities, many of which are unrecorded, and hateful acts of violence inflicted upon children, the sick, the aged, the women, and properties of tribal communities are blatant violation of human rights and outright unlawful actions that exhibit utter lack of pity for human life. This is destroying the democratic fabric of our greatNation, tarnishing the image of India before the world. We demand an end to all instances ofdisregard for the law and destruction of precious lives and properties, and to bring the perpetratorsbefore the law for justice.

2. We are deeply shocked to witness the razing of church buildings to ashes and destruction of sacred items by Meitei mobs in Manipur without any regard for religious sanctity. This breach of Constitutional provision that safeguards all religions, had inflicted a deep feeling of anguish and agony within the sentiments of the faithful. How these occur in modern, secular India is beyond comprehension. A total of 359 religious place of worship and assets were razed to ashes, 197 villages were burnt to desolation and 7,247 were incinerated and rendered unsuitable for habitation. As of now 41,425 people have lost their homes and are exposed to the vagaries of the monsoon. Some lucky ones are temporarily housed in makeshift shelters, but lacking essential and basic supplies like food and clothing. Rehabilitating these displaced people is of prime importance while addressing the issues of destruction of places of worship are of grave concern. We request your swift intervention to make amends to rehabilitate and recorecompense the loss of properties and lives that resulted from this terrible conflict.

3. The utter disregard for law and destruction of homes, ransacking of commercial establishments owned by minority tribals in Imphal are heinous acts condemned and detested by leaders of this great Nation. It is almost unthinkable that the quote, “the different religions in the country are beautiful flowers from the same garden” by an eminent leader of India is an allusion to this Nation. This image of peace and harmony is being undermined by these recent acts of barbarism. We request restoration of Imphal into a habitable place of harmonious coexistence for all people. Tribals forced by circumstance to leave the city have lost lives as well as their hard earned-assets which must be adequately compensated and safeguarded to exercise their right to live.

4. The safety and security of tribals employed under government of Manipur have been severely jeopardised and compromised which is against the values and policies of the Union Government. It is imperative that the safety of employees belonging to All India Services, tribal MLAs/Ministers, and other service cadres must not be compromised at any cost. Sir, we request your intervention to ensure the safety of these employees, particularly those residing in in Imphal.

5. We are also greatly concerned with the plight of students who are vulnerable and adversely affected by the ongoing statewide atrocities in Manipur. We demand intervention from the highest authority to arrange immediate solution since the precarious condition of our students today could harm the future of our country.

6. While our Nation has always been considered as the world’s largest democracy, it is unfortunate that the ongoing strife in Manipur is exposing a bleak image of a chaotic and undemocratic India, and a collapsing government before the entire world, creating opportunities for our rivals to ridicule us. This is not what India wants, and certainly not what our Constitution stands for. We request that all options must be explored to restore the collapsing governance and re-establishment of democracy in Manipur.

7. The inhumane act of atrocities committed upon tribal women violating their dignity are numerous and unrecorded. The recent viral videos of two Zo Ethnic women being paraded naked and brutally molested and then gang raped by an unruily Meitei mob not only indicate the failure of constitutional machinery in the state, but also reveals that humanity as being severely torn to pices in the state of Manipur, which has depicted India in bad light before the entire world. As rightly stated by you, it calls for the urgent action from National Human Rights Commission (NHRC) and National Commission for Women (NCW) to initiate appropriate judicial processes so as to ensure the security of women in Manipur, and to punish all the miscreants involved as demanded by the law of the country. We therefore, solicit you to kindly consider the demands of NGOCC of Mizoram outlined above to ensure restoration of peace and harmony in Manipur.
